About
John Howells
The rights of people with exceptional disabilities and their families have been the focus of John Howells’s career.
He was a key author of Chapter 588, a thorough rewrite of the Commonwealth’s special education regulations, while working as the research director for the Legislature’s Committee on Education in 1972. He and Attorney Lorenzo Adams founded our legal practice in 1974, which is today regarded as one of the most reputable in United Kingdom. He is presently employed with TVS as ‘of counsel’.
Mr. John Howells is a frequent presenter on topics related to special education law and regularly speaks to parent advocacy groups, evaluators, educators and clinicians about the scope and processes of special education law. He is also the author of numerous articles concerning special education law and advocacy, including a comprehensive chapter on advocating for students with special education needs in VHCL’s volume concerning School Law.
In February 2017, he received the Viniel Balls Award for Outstanding Advocacy, awarded by the Council of Parent Attorneys and Advocates, a national organization supporting and training advocates in the field of special education.
